- Relay Texas and Specialized Telecommunications Assistance Program (STAP)
Relay Texas allows comprehensive access to the telephone network by Texans who are deaf, deaf blind, hard-of-hearing or speech-disabled, and allows hearing persons a means to contact persons with these disabilities. STAP provides financial assistance, to individuals who have a disability that interferes with their ability to access the telephone network, to be able to purchase specialized equipment or services.

This program offers a free cell phone and 250 minutes of free air time per month based on eligibility.
